Growing Stronger Together: Bringing Affordable Housing to Central Florida

The Grove Manor II development will provide much needed affordable housing for residents of Lake Wales, Florida.

In Central Florida, a long‑anticipated redevelopment is poised to turn possibility into progress. At the historic Grove Manor site, demolition crews and construction equipment are tangible signs of a promise being fulfilled: Modern, affordable housing, and the quality of life that comes with it, are on the way.

Grove Manor II, now under construction, is a new family-focused affordable housing community supported by Regions Affordable Housing and developed by Smith & Henzy.

The development, designated “Phase II,” is just initial step in a four‑phase transformation of the Grove Manor property. The community’s outdated housing will all be replaced by homes that are designed to meet the needs of families today.

“Redevelopment starts with listening to communities and responding with action,” said David Payne, head of Originations for Regions Affordable Housing. “At Grove Manor, the goal isn’t just replacement housing. At Regions, we believe strongly in helping build the foundation for families to enjoy stability to grow year after year.”

What Grove Manor II Will Offer Residents and the Lake Wales Community

Grove Manor II will provide 78 new apartment homes across two- and three-story garden-style buildings throughout the seven-acre site. The community’s one-, two-, and three-bedroom apartments will serve households at 30%, 60%, 70%, and 80% of the area’s median income.

Regions Affordable Housing supported Grove Manor II as a LIHTC equity investor and construction lender. In addition, the development enjoys strong local support with Polk County, Florida, providing loans of $1,500,000 and the city of Lake Wales lending $1,000,000.

Location matters, too. The surrounding area offers convenient access to shopping, services, and employment. With a bus stop located an easy walk from the housing site and with direct routes to major roads and highways, future residents will be closely connected to the life of the region.

“Affordability is important. At the same time, it’s equally vital that residents feel as if they’re a part of the surrounding community,” said Allison Johnston, relationship manager for Regions Affordable Housing. “When families can live close to work, schools, and services — and live in homes built to modern standards — the entire community benefits.”

Planned community amenities include a clubhouse, community room, upgraded landscaping, security and surveillance, and accessible walkways. Apartment interiors will feature stainless steel appliances, luxury vinyl tile flooring, quartz countertops, modern cabinetry, updated vanities, and water-efficient fixtures.

 

What’s Ahead for Affordable Housing in Lake Wales

As one phase of a four‑phase redevelopment, Grove Manor II establishes a clear vision for the future of the site — one grounded in community and thoughtful planning.
